Can a person take benefits out of a plan? What if a consumer doesn't need all of the benefits in a plan?


No, consumers can't take benefits out of a plan. At a minimum, every health plan on the Health Insurance Marketplace must provide coverage for all of the essential health benefits the ACA requires. Even though a person may not need every benefit in a plan, plans must cover all of the essential benefits to share risk across a broad pool of consumers and be sure all benefits are available for everyone. This also helps to protect people from risks they can't always predict across their lifetimes.
