Will small employers be able to use navigators to buy health insurance?

No. Navigators, by law, aren't allowed to sell health insurance. Navigators are not permitted to collect premium payments on behalf of an insurer or the SHOP Marketplace. They are available to help small employers view plan options displayed on the SHOP website and can assist consumers with enrolling through the SHOP. Navigators can explain the parts of the plans offered through the SHOP Marketplace but cannot legally offer advice as to which plan is a better fit for the small employer. Only a licensed agent is qualified and allowed to offer this service.
