Can small employers who are the sole employees of their business buy small group coverage either through the SHOP Marketplace for Small Businesses or outside the marketplace?

No. Neither federal nor state law lets insurers sell small employer health insurance plans to self-employed individuals with no other employees. Self-employed individuals with no other employees can buy coverage through the Health Insurance Marketplace for individuals or individual coverage outside the Marketplace.
